Mets LHP Santana to have shoulder surgery Tuesday

SARASOTA, Fla. (AP) ? Johan Santana is set for another shoulder surgery that he hopes will save his career.

The former New York Mets ace will have surgery Tuesday to repair the re-torn anterior capsule in his pitching shoulder, the team announced Saturday. The operation will be performed by Mets medical director Dr. David Altchek.

Santana is likely to miss the entire season for the second time in three years, which means he may have thrown his last pitch for the Mets. The two-time Cy Young Award winner is in the final year of a $137.5 million contract.

"It's very difficult. If anybody can do it, it would be Johan," Mets pitching coach Dan Warthen said. "We wish him luck and we feel sick about what's happened."

Santana had surgery on Sept. 14, 2010, and did not make it back to the major leagues until last April 5. The 34-year-old left-hander didn't pitch in any exhibition games this spring and threw his last bullpen session in early March without the team's permission.

Mets third baseman David Wright said he was not surprised by Santana's decision to have surgery.

"I've known Johan long enough to know that I don't think that he'd want to go out like that. He's going to probably work just as hard, if not ? if it's possible ? work harder, to come back from this. I wouldn't be surprised at all if I see him pitch again," Wright said after the Mets lost to Baltimore 7-1 in their exhibition finale.

Santana's comeback reached its apex last June 1 when he pitched the first no-hitter in Mets history, throwing a career-high 134 pitches that night in his second consecutive shutout. But he was 3-7 with an 8.27 ERA after that, including 0-5 with a 15.63 ERA after throwing eight scoreless innings against the Los Angeles Dodgers on June 30.

He went on the disabled list for three weeks because of a sprained ankle and didn't pitch after Aug. 17 because of lower back inflammation.

Warthen said Santana's injury isn't "a byproduct of the no-hitter."

New York owes Santana $31 million as part of the six-year deal he signed before the 2008 season, and general manager Sandy Alderson said the remainder of the contract is not covered by insurance.

Kenya Supreme Court upholds election result

NAIROBI, Kenya (AP) ? Kenya's Supreme Court on Saturday upheld the election of Uhuru Kenyatta as the country's next president, ending an election season that riveted the nation amid fears of a repeat of the 2007-08 postelection violence.

Outside the Supreme Court, police fired tear gas at Odinga supporters, the second time that has happened in this post-election period.

Outbreaks of violence by angry Odinga supporters were reported in some Nairobi slums and truckloads of police were called in to quell the demonstrations, according to reports on a police radio heard by an Associated Press reporter.

But jubilant Kenyatta supporters flooded the streets of downtown Nairobi, honking horns, blowing the noisy plastic horns known as a vuvuzelas and chanting.

Saturday's verdict ? following a drawn-out court case that raised tensions across the nation ? means that Kenyatta will be sworn in as president on April 9. He will become the second sitting president in Africa to face charges at the International Criminal Court. Kenyatta and Deputy President-elect William Ruto both face charges that they helped orchestrate the 2007-08 postelection violence in which more than 1,000 people died. Both deny the charges. Ruto's trial is set to begin in late May; Kenyatta's is to start in July. Kenyatta has promised to report to The Hague.

Lawyers for challenger Raila Odinga, who finished second, had argued before the Supreme Court that the election was marred by irregularities and that Kenyatta did not win enough votes to avoid a runoff election.

According to official results, Kenyatta won 50.07 percent of the vote, narrowly avoiding a runoff election against Odinga, who said his case before the Supreme Court would put Kenya's democracy on trial.

But the Supreme Court's unanimous verdict, read out by Chief Justice Willy Mutunga, said the election was "conducted in compliance with the constitution and the law" and that Kenyatta and Ruto were legally elected.

"It is the decision of the court that (Kenyatta and Ruto) were validly elected," the ruling said. The reasons behind the judges' decision were not given Saturday. The chief justice said a detailed judgment would be delivered within two weeks.

Unlike after the 2007 election, which degenerated into tribe-on-tribe violence that killed more than 1000 people, this time Odinga said he had faith in the judiciary's ability to give him a fair hearing. Odinga, who said he would respect the court's decision whether it favored him or not, was set to address reporters in Nairobi later on Saturday. As Kenyatta's supporters celebrated outside the court premises, police fired tear gas to break up a crowd of Odinga supporters.

The court's ruling ends days of anxiety since March 9, when Kenyatta was declared the winner of the March 4 vote that many described as the most complex in Kenya's history. More than 12 million Kenyans participated in the election. Some observers had expected a low registration of voters because of apathy following the 2007-08 violence, but hyped up campaigns by Kenyatta, Odinga and other presidential candidates led to the highest registration in the country ever. Kenya's electoral commission registered 14.3 million people.

Election day, though, did not go as planned. An electronic voter ID system intended to prevent fraud failed for reasons yet to be explained by the electoral commission. Vote officials instead used manual voter rolls.

After the polls closed, results were to be sent electronically to Nairobi, where officials would quickly tabulate a preliminary vote count in order to maximize transparency after rigging accusations following the 2007 vote. But that system failed, too. Election officials have indicated that computer servers overloaded but have yet to fully explain the problem.

As the early count system was still being used, election results showed more than 330,000 rejected ballots, an unusually high number. But after the count resumed with the arrival in Nairobi of manual tallies, the number of rejected ballots was greatly reduced, and the election commission said the computer was mistakenly multiplying the number of rejected ballots by a factor of eight.

Odinga's lawyers told the Supreme Court this week that the switch from electronic voter identification to manual voter roll was stage managed to allow inflation of Kenyatta's votes to take him past the 50 percent threshold. That accusation was vehemently denied by the electoral commission and Kenyatta's legal team.

Bank of Cyprus big savers to lose up to 60 percent

NICOSIA, Cyprus (AP) ? Big depositors at Cyprus' largest bank may be forced to accept losses of up to 60 percent, far more than initially estimated under the European rescue package to save the country from bankruptcy, officials said Saturday.

Deposits of more than 100,000 euros ($128,000) at the Bank of Cyprus will lose 37.5 percent in money that will be converted into bank shares, according to a central bank statement. In a second raid on these accounts, depositors also could lose up to 22.5 percent more, depending on what experts determine is needed to prop up the bank's reserves. The experts will have 90 days to figure that out.

The remaining 40 percent of big deposits at the Bank of Cyprus will be "temporarily frozen" until further notice, but continue to accrue existing levels of interest plus another 10 percent.

The savings converted to bank shares would theoretically allow depositors to eventually recover their losses. But the shares now hold little value and it's uncertain when ? if ever ? the shares will regain a value equal to the depositors' losses.

Emergency laws passed last week empower Cypriot authorities to take these actions.

Europe has demanded that big depositors in the country's two largest banks ? Bank of Cyprus and Laiki Bank ? accept across-the-board losses in order to pay for Cyprus' 16 billion euro ($20.5 billion) bailout. All deposits of up to 100,000 are safe, meaning that a saver with 500,000 euros in the bank will only suffer losses on the remaining 400,000 euros.

Cypriot officials had previously said that large savers at Laiki ? which would be absorbed in to the Bank of Cyprus ? could lose as much as 80 percent. But they had said large accounts at the Bank of Cyprus would lose only 30 to 40 percent.

Analysts said Saturday that imposing bigger losses on Bank of Cyprus customers could further squeeze already crippled businesses as Cyprus tries to rebuild its banking sector in exchange for the international rescue package.

"Most of the damage will be done to businesses which had their money in the bank" to pay suppliers and employees, said University of Cyprus economics Professor Sofronis Clerides. "There's quite a difference between a 30 percent loss and a 60 percent loss."

With businesses shrinking, the country could be dragged down into an even deeper recession, he said.

There's also concern that large depositors ? including many wealthy Russians ? will take their money and run once capital restrictions that Cypriot authorities have imposed on bank transactions to prevent such a possibility are lifted in about a month.

Cyprus agreed on Monday to make bank depositors with accounts over 100,000 euros contribute to the financial rescue in order to secure 10 billion euros ($12.9 billion) in loans from the eurozone and the International Monetary Fund. Cyprus needed to scrounge up 5.8 billion euros ($7.4 billion) on its own in order to clinch the larger package, and banks had remained shut for nearly two weeks until politicians hammered out a deal, opening again on Thursday.

But fearing that savers would rush to pull their money out in mass once banks reopened, Cypriot authorities imposed a raft of restrictions, including daily withdrawal limits of 300 euros ($384) for individuals and 5,000 euros for businesses ? the first so-called capital controls that any country has applied in the eurozone's 14-year history.

Under the terms of the bailout deal, the country' second largest bank, Laiki ? which sustained the most damaged from bad Greek debt and loans ? is to be split up, with its nonperforming loans and toxic assets going into a "bad bank." The healthy side will be absorbed into the Bank of Cyprus.

On Saturday, economist Stelios Platis dismissed the rescue plan as "completely mistaken" and criticized Cyprus' euro area partners for insisting on foisting Laiki's troubles on the Bank of Cyprus.

Clerides said it appears that some euro area countries such as Germany and Finland wanted to see the end of Cyprus as an international financial services center, while others, such as eurogroup chief Jeroen Dijsselbloem, wanted to use the country as an "guinea pig" to send the message that European taxpayers would no longer shoulder the burden of bailing out problem banks.

But German Finance Minister Wolfgang Schaeuble challenged that notion, insisting in an interview with the Bild daily published Saturday that "Cyprus is and remains a special, isolated case" and doesn't point the way for future European rescue programs.

Voots? Veggie Fruit-Tarts along with Kidsgardening.org, a resource of the National Gardening Association, recently hosted the Voots ?Get Kids Growing,? interactive gardening workshop at The Americana at Brand in Glendale, Calif. with celebrity mom Christina Milian to help empower children and their families to lead healthier lives and build stronger communities through gardening!

While kids and their families had fun learning about gardening and healthy eating at the event, the main announcement was the unveiling of the Voots ?Get Kids Growing? Garden Grants, a partnership program that will award 20 grant recipients with $700* in gardening supplies including a raised bed, tools, and a curriculum guide from the Gardening with Kids Shop, and a check for $50 to be used to purchase soil amendments and fruit and vegetable plantings. The total award package is valued at over $750. Additionally, one recipient will be awarded a grand prize based on their submission, receiving an additional $1,250 in gardening supplies.

Group Says 'Tsunami' of New EPA Rules Could Raise Gas Prices

The American Petroleum Institute stated on Friday that "there is a tsunami of federal regulations coming out of the EPA that could put upward pressure on gasoline prices." According to the institute's Downstream Group Director Bob Greco, the new Tier 3 fuel regulations could raise refiners' costs while providing little to no environmental benefit. Here are the details.

* The EPA released its proposal on Friday that would involve new standards on tailpipe emissions, evaporative emissions, fuel, and emissions test fuel. The EPA estimates that the new standards will have an average cost of about $130 per vehicle in 2025.

* The American Petroleum Institute stated that analysis by energy consulting firm Baker & O'Brien indicates that the Tier 3 proposal would increase the cost of gasoline production by up to nine cents per gallon. A vapor reduction requirement would push the cost increase up to 25 cents a gallon and gasoline costs would also rise 30 percent by 2015.

* Further, Greco stated, the new requirements would actually increase greenhouse gas emissions because of the energy-intensive equipment needed to comply.

* Charles T. Drevna, president of the trade association American Fuel & Petrochemical Manufacturers, echoed the institute's concerns, stating that the new standards are "completely without merit given that the Agency has not previously offered any cost/benefit analysis to justify this onerous rulemaking."

* According to the association, another $10 billion in new infrastructure and $2.4 billion in operating costs will be the result of the Tier 3 regulations.

* However, the Association of Global Automakers praised the proposed standards, stating that the rulemaking will harmonize federal and California programs for both vehicles and fuels.

* The emissions standards included in the rule mirrors California's standards, the automakers association reported.

* According to the EPA, the standards will reduce pollution and help to avoid up to 2,400 premature deaths a year and 23,000 cases of respiratory ailments in children by 2030, in addition to 3,200 hospital admissions and asthma-related emergency room visits, and 1.8 million lost school days, work days and days when activities would be restricted due to air pollution .

* The EPA estimated that, by 2030, the total health-related benefits will be between $8 and $23 billion annually.

* "Today's proposed standards -- which will save thousands of lives and protect the most vulnerable -- are the next step in our work to protect public health and will provide the automotive industry with the certainty they need to offer the same car models in all 50 states," said EPA acting administrator Bob Perciasepe.

Shroud of Turin goes on display amid new research

VATICAN CITY (AP) ? The Shroud of Turin has gone on display for a special TV appearance amid new research purporting to date the linen some say was Jesus' burial cloth to around the time of his death.

Pope Francis sent a special video message to the event in Turin's cathedral, which coincided with Holy Saturday, when Catholics mark the period between Christ's crucifixion on Good Friday and his resurrection on Easter Sunday.

The Vatican has tiptoed around just what the cloth is, calling it a powerful symbol of Christ's suffering while making no claim to its authenticity.

Francis toed that line Saturday, calling the cloth an "icon" ? not a relic.

Many experts stand by carbon-dating of scraps of the cloth that date it to the 13th or 14th century.

Hear the Work of Poet Nikki Giovanni Tonight, at the South Dallas ...

My laundry list of life regrets is full of squandered chances, like when I missed Justin Timberlake at Gypsy Tea Room in 2005. Still, none sits higher than the time I passed on a lecture by Nikki Giovanni. The poet, activist and educator stopped by Mountain View College to perform her work and looking back, I can't even remember why I sat the evening out. Go ahead and file that under My Greatest Errors.

Needless to say, the opportunity to see her again, especially in such an intimate setting, won't come twice, but today life offers a re-do, of sorts. The literary hero will be honored at 8 p.m. this evening as part of a Women's History Month celebration at the South Dallas Cultural Center, and while she will not be present, her work will be. It's March's installment of "Queerly Speaking," an open mic event offered by Fahari Arts that's dedicated to artistic expression in the creative gay community.

Start your weekend with selections by one of the strongest, and most challenging voices of modern poetry. Giovanni's work focuses on identity and the individual, and as a champion for human rights and equality, she's a more than apt closing voice for Women's History Month. The truth behind N. Korea's threats

SEOUL, South Korea (AP) ? Across North Korea, soldiers are gearing up for battle and shrouding their jeeps and vans with camouflage netting. Newly painted signboards and posters call for "death to the U.S. imperialists" and urge the people to fight with "arms, not words."

But even as North Korean leader Kim Jong Un is issuing midnight battle cries to his generals to ready their rockets, he and his million-man army know full well that a successful missile strike on U.S. targets would be suicide for the outnumbered, out-powered North Korean regime.

Despite the hastening drumbeat of warfare ? seemingly bringing the region to the very brink of conflict with threats and provocations ? Pyongyang aims to force Washington to the negotiating table, pressure the new president in Seoul to change policy on North Korea, and build unity inside the communist country without triggering a full-blown war.

North Korea wants to draw attention to the tenuousness of the armistice designed to maintain peace on the Korean Peninsula, a truce Pyongyang recently announced it would no longer honor as it warned that war could break out at any time.

In July, it will be 60 years since North Korea and China signed an armistice with the U.S. and the United Nations to bring an end to three years of fighting that cost millions of lives. The designated Demilitarized Zone has evolved into the most heavily guarded border in the world.

It was never intended to be a permanent border. But six decades later, North and South remain divided, with Pyongyang feeling abandoned by the South Koreans in the quest for reunification and threatened by the Americans.

In that time, South Korea has blossomed from a poor, agrarian nation of peasants into the world's 15th largest economy while North Korea is struggling to find a way out of a Cold War chasm that has left it with a per capita income on par with sub-Saharan Africa.

The Chinese troops who fought alongside the North Koreans have long since left. But 28,500 American troops are still stationed in South Korea and 50,000 more are in nearby Japan. For weeks, the U.S. and South Korea have been showing off their military might with a series of joint exercises that Pyongyang sees a rehearsal for invasion.

On Thursday, the U.S. military confirmed that those drills included two nuclear-capable B-2 stealth bombers that can unload the U.S. Air Force's largest conventional bomb ? a 30,000-pound super bunker buster ? powerful enough to destroy North Korea's web of underground military tunnels.

It was a flexing of military muscle by Washington, perhaps aimed not only at Pyongyang but at Beijing as well.

In Pyongyang, Kim Jong Un reacted swiftly, calling an emergency meeting of army generals and ordering them to be prepared to strike if the U.S. actions continue. A photo distributed by North Korea's official Korean Central News Agency showed Kim in a military operations room with maps detailing a "strike plan" behind him in a very public show of supposedly sensitive military strategy.

North Korea cites the U.S. military threat as a key reason behind its need to build nuclear weapons, and has poured a huge chunk of its small national budget into defense, science and technology. In December, scientists launched a satellite into space on the back of a long-range rocket using technology that could easily be converted for missiles; in February, they tested an underground nuclear device as part of a mission to build a bomb they can load on a missile capable of reaching the U.S.

However, what North Korea really wants is legitimacy in the eyes of the U.S. ? and a peace treaty. Pyongyang wants U.S. troops off Korean soil, and the bombs and rockets are more of an expensive, dangerous safety blanket than real firepower. They are the only real playing card North Korea has left, and the bait they hope will bring the Americans to the negotiating table.

White House spokesman Josh Earnest said North Korea's "bellicose rhetoric" would only deepen its international isolation, and that the U.S. has both the capability and willingness to defend its interests in the region.

Narushige Michishita, director of the Security and International Studies Program at Japan's National Graduate Institute for Policy Studies, isn't convinced North Korea is capable of attacking Guam, Hawaii or the U.S. mainland. He says Pyongyang hasn't successfully tested an intercontinental ballistic missile.

But its medium-range Rodong missiles, with a range of about 800 miles (1,300 kilometers), are "operational and credible" and could reach U.S. bases in Japan, he says.

More likely than such a strike, however, is a smaller-scale incident, perhaps off the Koreas' western coast, that would not provoke the Americans to unleash their considerable firepower. For years, the waters off the west coast have been a battleground for naval skirmishes between the two Koreas because the North has never recognized the maritime border drawn unilaterally by the U.N.

As threatening as Kim's call to arms may sound, its main target audience may be the masses at home in North Korea.

For months, the masterminds of North Korean propaganda have pinpointed this year's milestone Korean War anniversary as a prime time to play up Kim's military credibility as well as to push for a peace treaty. By creating the impression that a U.S. attack is imminent, the regime can foster a sense of national unity and encourage the people to rally around their new leader.

Inside Pyongyang, much of the military rhetoric feels like theatrics. It's not unusual to see people toting rifles in North Korea, where soldiers and checkpoints are a fixture in the heavily militarized society. But more often than not in downtown Pyongyang, the rifle stashed in a rucksack is a prop and the "soldier" is a dancer, one of the many performers rehearsing for a Korean War-themed extravaganza set to debut later this year.

More than 100,000 soldiers, students and ordinary workers were summoned Friday to Kim Il Sung Square in downtown Pyongyang to pump their fists in support of North Korea's commander in chief. But elsewhere, it was business as usual at restaurants and shops, and farms and factories, where the workers have heard it all before.

"Tensions rise almost every year around the time the U.S.-South Korean drills take place, but as soon as those drills end, things go back to normal and people put those tensions behind them quite quickly," said Sung Hyun-sang, the South Korean president of a clothing maker operating in the North Korean border town of Kaesong. "I think and hope that this time won't be different."

And in a telling sign that even the North Koreans don't expect war, the national airline, Air Koryo, is adding flights to its spring lineup and preparing to host the scores of tourists they expect to flock to Pyongyang despite the threats issuing forth from the Supreme Command.

War or no war, it seems Pyongyang remains open for business.

Parkinson's disease protein gums up garbage disposal system in cells

Clumps of ?-synuclein protein in nerve cells are hallmarks of many degenerative brain diseases, most notably Parkinson's disease.

"No one has been able to determine if Lewy bodies and Lewy neurites, hallmark pathologies in Parkinson's disease can be degraded," says Virginia Lee, PhD, director of the Center for Neurodegenerative Disease Research, at the Perelman School of Medicine, University of Pennsylvania.

"With the new neuron model system of Parkinson's disease pathologies our lab has developed recently, we demonstrated that these aberrant clumps in cells resist degradation as well as impair the function of the macroautophagy system, one of the major garbage disposal systems within the cell."

Macroautophagy, literally self eating, is the degradation of unnecessary or dysfunctional cellular bits and pieces by a compartment in the cell called the lysosome.

Lee, also a professor of Pathology and Laboratory Medicine, and colleagues published their results in the early online edition of the Journal of Biological Chemistry this week.

Alpha-synuclein (?-syn ) diseases all have clumps of the protein and include Parkinson's disease (PD), and array of related disorders: PD with dementia , dementia with Lewy bodies, and multiple system atrophy. In most of these, ?-syn forms insoluble aggregates of stringy fibrils that accumulate in the cell body and extensions of neurons.

These unwanted ?-syn clumps are modified by abnormal attachments of many phosphate chemical groups as well as by the protein ubiquitin, a molecular tag for degradation. They are widely distributed in the central nervous system, where they are associated with neuron loss.

Using cell models in which intracellular ?-syn clumps accumulate after taking up synthetic ?-syn fibrils, the team showed that ?-syn inclusions cannot be degraded, even though they are located near the lysosome and the proteasome, another type of garbage disposal in the cell.

The ?-syn aggregates persist even after soluble ?-syn levels within the cell are substantially reduced, suggesting that once formed, the ?-syn inclusions are resistant to being cleared. What's more, they found that ?-syn aggregates impair the overall autophagy degradative process by delaying the maturation of autophagy machines known as autophagosomes, which may contribute to the increased cell death seen in clump-filled nerve cells. Understanding the impact of ?-syn aggregates on autophagy may help elucidate therapies for ?-syn-related neurodegeneration.

S&P 500, Dow close higher for new records

Stocks closed out the first quarter on a high note with the S&P 500 piercing through levels last seen in 2007 to end at a record high near 1,570 and the Dow logging its strongest quarter in 15 years.

The S&P finally surpassed its closing high level of 1,565.15 shortly after the market open after flirting with the milestone for weeks, recovering all its losses from the financial crisis. The next milestone for the index is its all-time intraday high of 1,576.09, set on October 11, 2007.

The Dow Jones Industrial Average soared an impressive 11.25 percent in the first three months of the year to log its best first-quarter performance since 1998. Interestingly, the blue-chip index has never finished a year in negative territory when the first quarter is up at least 8 percent.

Hewlett-Packard was the biggest gainer on the Dow for the quarter, skyrocketing more than 67 percent. Caterpillar and Alcoa were the only two blue-chip stocks to finish in the red.

The S&P 500 surged 10.03 percent, while the Nasdaq jumped 8.21 percent for the quarter, logging their fifth-straight monthly gains. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, ended below 13, plunging approximately 30 percent for the quarter.

All 10 S&P sectors finished higher for the quarter, led by health care and consumer staples, up more than 15 percent and 13 percent, respectively.

However, volume was relatively low ahead of Good Friday. Markets will be closed in the United States and most of Europe, but banks will be open. Economic data including personal income and consumer sentiment are expected to be reported Friday.

"This market's had a phenomenal run and we've been anticipating a cooling period ? we thought that the Cyprus event would have been a perfect opportunity to do so, but we just keep going higher," said Troy Logan, managing director and senior economist at Warren Financial Service. "What's driving that is the fundamental positives."

Logan pointed to the ongoing housing recovery as a positive for the market going forward. Additionally, he noted that the employment picture, while not improving at a robust rate, is seeing gradual progress.

"The U.S. is not showing signs of going into a recession and the Federal Reserve has clearly signaled that they will remain accommodative for the foreseeable future," said Logan. "And that's good for asset prices."

In Europe, Cypriot banks re-opened after an almost two-week closure to relative calm. Strict capital control measures were imposed and could remain in place for weeks. Cypriots will not be allowed to withdraw more than 300 euros a day, cash checks, or take more than 3,000 euros when traveling abroad.

Meanwhile, rumors swirled that Fitch Ratings will follow fellow ratings agency Moody's lead to cut Italy's sovereign debt rating. Moody's rates Italy two notches above "junk" grade. However, Italian Economy Minister Vittorio Grilli said he was unaware of any upcoming downgrade.

In company news, Blackberry reported quarterly earnings that outpaced market expectations, boosted in part by the launch of its new BlackBerry 10 smartphone. Still, the company lost subscribers at a rapid pace, with the base of users contracting to 76 million from 79 million. (Read More: Is BlackBerry's Turnaround on Track?)

Pinnacle Foods jumped more than 10 percent in their NYSE debut as the packaged foods maker priced at $20, at the top of their expected range of $18 to $20.

Goldman Sachs ended lower even after Guggenheim started coverage of the banking giant with a "buy" rating and price target of $175. Meanwhile, the brokerage initiated coverage of Morgan Stanley with a "neutral" rating and a price target of $25.

United Technologies rose after Morgan Stanley initiated coverage of the Dow component with an "overweight" rating, saying the company has "significant, broad-based" tailwinds.

On the economic front, the U.S. economy grew at a 0.4 percent annual rate, according to the Commerce Department, just a touch below the 0.5 percent gain expected by economists in a Reuters survey. And weekly jobless claims jumped 16,000 to a seasonally adjusted 357,000, according to the Labor Department.

Meanwhile, the pace of business activity in the Midwest slowed in March, with the Institute for Supply Management-Chicago barometer dipping to 52.4 from 56.8 in February. A reading above 50 indicates expansion in the regional economy.

Treasurys added to losses after the government auctioned $29 billion in 7-year notes at a high yield of 1.248 percent. The bid-to-cover ratio, an indicator of demand, was 2.56.

Lockheed Martin's technology hub brings startups closer to government needs

Wondering who would be the first to concoct a Kickstarter for governmental wishes? We suppose it's Lockheed Martin. Today, the aforementioned outfit has launched an initiative "aimed at expanding its collaboration with Silicon Valley companies to meet the diverse technology needs of the federal government." Called the Lockheed Martin Silicon Valley Alliance, the hub will reportedly "provide the federal government with greater visibility into innovative technology solutions developed locally," even going so far as to suggest that a game developer could use their resources in order to improve the realism of a military simulation system. Metal Gear Solid V is Kojima's first next-gen FOX Engine game, developer reveals (update: video)

Kojima Productions head Hideo Kojima this morning announced that The Phantom Pain and Metal Gear Solid: Ground Zeroes combined is actually Metal Gear Solid V, the first next-gen game from Kojima Productions running on its powerful FOX Engine. The news was revealed today during a FOX Engine panel at the Game Developers Conference. Kojima announced the combination of the previously announced concepts in a dramatic fashion, with his head wrapped in bandages, presumably as his alter ego Joakim Mogren. They provided a sneak peek trailer at the game's opening sequence, where Snake is attempting to escape from a hospital -- the trailer previously teased in late 2012. As FOX Engine is a next-gen platform, we're assuming that the game is heading to next-gen consoles, but Kojima's not saying anything solid just yet.

Engineers enable 'bulk' silicon to emit visible light for the first time

Mar. 27, 2013 ? Electronic computing speeds are brushing up against limits imposed by the laws of physics. Photonic computing, where photons replace comparatively slow electrons in representing information, could surpass those limitations, but the components of such computers require semiconductors that can emit light.

Now, research from the University of Pennsylvania has enabled "bulk" silicon to emit broad-spectrum, visible light for the first time, opening the possibility of using the element in devices that have both electronic and photonic components.

The research was conducted by associate professor Ritesh Agarwal, postdoctoral fellow Chang-Hee Cho and graduate students Carlos O. Aspetti and Joohee Park, all of the Department of Materials Science and Engineering in Penn's School of Engineering and Applied Science.

Their work was published in Nature Photonics.

Certain semiconductors, when imparted with energy, in turn emit light; they directly produce photons, instead of producing heat. This phenomenon is commonplace and used in light-emitting diodes, or LEDs, which are ubiquitous in traffic signals, new types of light bulbs, computer displays and other electronic and optoelectronic devices. Getting the desired photonic properties often means finding the right semiconducting material. Agarwal's group produced the first ever all-optical switch out of cadmium sulfide nanowires, for example.

Semiconducting materials -- especially silicon -- form the backbone of modern electronics and computing, but, unfortunately, silicon is an especially poor emitter of light. It belongs to a group of semiconducting materials, which turns added energy into heat. This makes integrating electronic and photonic circuits a challenge; materials with desirable photonic properties, such as cadmium sulfide, tend to have poor electrical properties and vice versa and are not compatible with silicon-based electronic devices.

"The problem is that electronic devices are made of silicon and photonic devices are typically not," Agarwal said. "Silicon doesn't emit light and the materials that do aren't necessarily the best materials for making electronic devices."

With silicon entrenched as the material of choice for the electronics industry, augmenting its optical properties so it could be integrated into photonic circuitry would make consumer-level applications of the technology more feasible.

"People have tried to solve this problem by doping silicon with other materials, but the light emission is then in the very long wavelength range, so it's not visible and not very efficient and can degrade its electronic properties," Agarwal said. "Another approach is to make silicon devices that are very small, five nanometers in diameter or less. At that size you have quantum confinement effects, which allows the device to emit light, but making electrical connections at that scale isn't currently feasible, and the electrical conductivity would be very low."

To get elemental, "bulk" silicon to emit light, Agarwal's team drew upon previous research they had conducted on plasmonic cavities. In that earlier work, the researchers wrapped a cadmium sulfide nanowire first in a layer of silicon dioxide, essentially glass, and then in a layer of silver. The silver coating supports what are known as surface plasmons, waves that are a combination of oscillating metal electrons and of light. These surface plasmons are highly confined to the surface where the silicon dioxide and silver layers meet. For certain nanowire sizes, the silver coating creates pockets of resonance and hence highly confined electromagnetic fields -- in other words, light -- within the nanostructure.

Normally, after excitation the semiconductor must first "cool down," releasing energy as heat, before "jumping" back to the ground state and finally releasing the remaining energy as light. The Penn team's semiconductor nanowires coupled with plasmonic nanocavities, however, can jump directly from a high-energy excited state to the ground state, all but eliminating the heat-releasing cool-down period. This ultra-fast emission time opens the possibility of producing light from semiconductors such as silicon that might otherwise only produce heat.

"If we can make the carriers recombine immediately," Agarwal said, "then we can produce light in silicon."

In their latest work, the group wrapped pure silicon nanowires in a similar fashion, first with a coating of glass and then one of silver. In this case, however, the silver did not wrap completely around the wire as the researchers first mounted the glass-coated silicon on a sperate pane of glass. Tucking under the curve of the wire but unable to go between it and the glass substrate, the silver coating took on the shape of the greek letter omega -- ? -- while still acting as a plasmonic cavity.

Critically, the transparent bottom of the omega allowed the researchers to impart energy to the semiconductor with a laser and then examine the light silicon emitted.

Even though the silicon nanowire is excited at a single energy level, which corresponds to the wavelength of the blue laser, it produces white light that spans the visible spectrum. This translates into a broad bandwidth for possible operation in a photonic or optoelectronic device. In the future, it should also be possible to excite these silicon nanowires electrically.

"If you can make the silicon emit light itself, you don't have to have an external light source on the chip," Agarwal said. "We could excite the silicon electrically and get the same effect, and we can make it work with wires from 20 to 100 nanometers in diameter, so it's very compatible in terms of length scale with current electronics."
